Measure returns wrong value when not filtered

Hi Team,

I have the following data.

Here Emp1 has worked on 3 days and Emp2 on 2 days. If an employee name is not there in column then it is considered as leave. I have writeen a measure to caloculate staff availability as follows;

Availability = [Count]/[No.of Working Days]
where count is defined as Count = COUNT('Table'[Employee]) and no of working days has a fixed value 3.
 
When I filter employee from slicer, Measure gives the correct result, if nothing is selected, it returns the wrong value. I want the measure to return overall availability if nothing is selected and it should be <100%.

@Jos13 , you need try a measure like

Averagex(values(Table[Employee]),[Availability])
or
Averagex(values(Table[Employee]),divide([Count],[No.of Working Days]))
