Measure not calculating as I expected

Hello.  I am fairly new to Power BI so I am sure I am not using proper terms.  And I'm not sure how to explain my problem.  Please forgive me in advance.

 

I have 3 tables:

Families -> Events -> Service Units

 

A family attends an event and receives varying service units.  I'd like to display how many families received each type of service unit.  

 

In the screenshot below, there are indeed 6 families open with the County Care Team.  As shown in the yellow boxes, varying numbers of families received the different services.  But the top matrix always shows a count of 6 families and the total in each yellow box displays 6.

My relationships are simple:

My research tells me I have a context problem but I'm not getting it.  Thank you for reading!

This sample is using the implicit measure "count of FamilyID" on the Families table.  I suspect I need to define a custom measure but I'm not sure what filter to put on it.  

 

The problem is the top table says the count of families that received each category of support is all 6.  But the tables outlined in yellow show child care is 2, housing is 1 etc.
