I have two measures. One factors in ALL report level filters and the other does not. Why is this?
Works with all report level filters including the slicer on the "Created" date field:
Total Searches = COUNT('Usage Statistics'[ID])
Works with some report filters, but ignores the slicer on the "Created" date field
2017-06 = CALCULATE(COUNTROWS('Usage Statistics'), 'Usage Statistics'[Created] >= date(2017,06,01), 'Usage Statistics'[Created] < date(2017,7,01))
Why does the first one factor in all report filters but the second one does not? How can i get the second one to factor in the slicer on the "Created" date. Even though each measure shows monthy totals, if you change the slicer you would expect these to move to zero.
Adding ALLSELECTED to the measure does not seem to work.

If I understand you correctly, the formula below should work in your scenario.
2017-06 = CALCULATE ( COUNTROWS ( 'Usage Statistics' ), FILTER ( 'Usage Statistics', 'Usage Statistics'[Created] >= DATE ( 2017, 06, 01 ) && 'Usage Statistics'[Created] < DATE ( 2017, 7, 01 ) ) )
