Measure controlled by only 1 of 2 slicers

I've searched and searched and searched and cannot find a solution to what I need to do. Essentially I have a list of items that have either been lost or stolen over a period of time; dates are recorded. I want to use a guage that shows the number of items either lost or stolen (event types) compared to the total (measure) based on the selection of a value in a slicer for the event type. So far, so good.

 

However, as soon as a date slicer comes in to play the total doesn't add up. So, with no dates or event types selected the guage is full and the total (measure) equals the value of lost + stolen. When either event type is selected the guage shows just the number of incidents as per the selected value but the total (measure) still remains lost + stolen.

 

With no values selected in the event type but dates selected in the slicer the total (measure) is fine, but as soon as I choose an event type the total measure doesn't add up, and quite frankly I can't figure out where it gets the number from. I've tried combinations of ALLEXCEPT and ALL but nothing works and I'm slowly losing the will to live. What am I missing?

 

Some of my failed attempts;

 

CALCULATE(counta(Data1[Incident Number]),ALLEXCEPT(Data1,Data1[Date Reported]))

CALCULATE(counta(Data1[Incident Number]),ALL(Data1[Event Type]))
