Measure: Sum of values by each category in Percentage

I'm new to Power BI/Dax in general, and I need to create measures  as below:

 

1- calculate "Estimated Total Cost" by each "Fls Strategy Theme Name"  but I need the value as Percentage %

2- calculate "Estimated Total Cost" by each "Fls Strategy Theme Name"  but I need the value as Percentage % but here I need to make a filter by Pum Duration.

Please provide sanitized sample data that fully covers your issue. I cannot help you without usable sample data.

Thanks I added a measure calculating the % of ETC but here I need to change the percentage formate to be as 42% not 42000% any idea how to change it please?

multiply the measure by .01
