Hi I have raw data as below and want to display the data as a matrix as shown in next picture. The user requirment is, some Columns such as Column Sim should show numbers in percentage for all KPIs and some of the KPI (such as KPI4)should show numbers in percentage in first two (Target, Actual Column). How to achieve this?

First you need to pivot the column based on values and then write the below measure,
Target_ = IF(SELECTEDVALUE('row/column'[KPI]) = "K4",FORMAT(SUM('row/column'[Target]),"Percent"),SUMX('row/column','row/column'[Target]))
Actual_ = IF(SELECTEDVALUE('row/column'[KPI]) = "K4",FORMAT(SUM('row/column'[Actual]),"Percent"),SUMX('row/column','row/column'[Actual]))
