Matrix with 2 or 3 tier levels

hello

I am trying to recreate this report currently in a spreadsheet:

Graham_Inners_0-1679660510523.png

the first row is just an account with a total. the 2nd row is a subtotal or rows 3 & 4. then SGA Other has another subtotal SGA Fringe Benefits Total and this has accounts below. So sometimes I have 2 tiers and sometimes 3

I have created 3 tiers tables and got it working in a Matrix :

what I would like is to hide the highlighted 'blank' tier 3 subtotals as these add no benefit to the report

thanks for any assistance

here is my pbix : https://drive.google.com/file/d/1dV2CnRBLlnXOkgMWmuMLHRvEhcSlfrN9/view?usp=share_link

regards
