PBI Desktop Jul 2019 version
It does not appear that the Matrix visual is not impacted by a Visual Filter in the same way other visuals are (table, column/bar, etc).
Here is a simplistic example
My data looks like this:
Date | Category | Amount |
7/31/2019 | A | $0.00 |
7/31/2019 | A | $4,514.57 |
7/31/2019 | A | $86,053.16 |
7/31/2019 | B | $15,166.67 |
7/31/2019 | B | $20,212.15 |
7/31/2019 | C | ($2,837.13) |
7/31/2019 | D | $1,892.89 |
7/31/2019 | D | $2,750.00 |
7/31/2019 | D | $3,750.00 |
7/31/2019 | D | $7,322.59 |
I create a table with those three columns
Note that Category C has a negative value.
I then apply a filter on Amount
And category C is now filtered out
Convert the same to a Matrix, with Date on the row, Category on the Column and Amount as the value
Note that Category C is visible. Now apply a filter to Amount.
Category C is still there ???
Is this a bug or an unfortunate feature of the matrix visual?

ETA: If I move Category to a row under Date, the filter works as expected.

Microsoft reply that:
This is by design. The matrix applies the measure/value filter at the Row totals granularity, not at the cell granularity. In the forum example the filter is applied to each value of Date, rather than combos of Date - Category.
