Marry a Shift Name with Target Range

I'm working on a report for a Client.  They want to know if the # of Visits is meeting a Target Range they have set.

I have Shift Types in my dataset, but I dont have Target Range in my dataset.  How can I marry the Shift Type with the Target Range?  Hoping someone could help me create a measure for this!!!

Add a reference table that lists the ranges. Pro-tip: specify min and max range values separately.

Then wire that table into your data model.
