Maps plotting regional shapes and point locations on top

Hi, I am new to mapping in Power BI and could use some advice. I want to show on a UK map the ITL 1-3 and LAU shapes and then points within those shapes that reflect property locations. Using the "shape map" visual have managed to download the vector boundaries for ITL 1-3 and convert them into topoJSONfiles and upload these as 3 diiferent custom maps,  but i dont seem to be able to overlay point locations within those shapes on top. Any body know of a way using either this or other mapping visuals? Many thanks for any help.

Hi @JKelway ,

 If you haven't already, maybe take a look at the ArcGIS visual. It looks like you can add up to 3 layers with a free license:
