Hi,
I have 2 data sets A. Location (address) of Docs & B. Location of service Centers (15K records combined)
Question:
1) Which map would be able to show all points on one map? like ARcGIS or normal considering the limitations
2) I want to map all locations on a map in such a way that I can see the Doc locations in one color and SC (Service center in other color) plus I want to see a 30 mile radius around the SC to see which are the Docs are located around it.
Any help would be apprecicated, thanks!

In fact, I think both of these map visuals not suitable for your scenario.
Your table has too many locations, power bi map visuals not able to display whole point of addresses.(they will cost huge amount of memory resource to analysis these addresses)
I'd like to suggest you to use multiple fields(country, province, city....) on location, then you can view parent level and use drilldown feature drill to child level to see detail points of its parent.
