The MAP visualization I configured in Power BI Desktop dows not produce any chart when I am in Power BI Dektop, but the chart is visible in Power BI after I publish the report.
This seems to be a common problem, but I have not found an indication of any definitive solution.
- I upgraded Power BI Desktop to the latest version (2.57.5068.721 64-bit (April, 2018))
- I can access Bing maps via IE: https://www.bing.com/maps
What else can I try?

I guess you have turned off the visible property on desktop, please turn on 'selection' option to control visual visible properties.

No, unfortunately that is not the issue.
If I configure "View" > Selection Pane: check > Hide all
indeed the visualization is blank, but
if I configure "View" > Selection Pane: check > show all
I see all visualization items (tables, legends, titles etc.) but not the maps
It seems this is a common issue: the question comes up frequently in the Desktop forum.
Solutions proposed are to make sure the firewall doesn't cut off Bing.maps (I checked), to use the latest version of Power BI (I updated to 2.57) and make sure the chart is designed properly (it is: it shows fine in Power BI but not in Power BI Desktop).

I can't reproduce your issue, maybe you can consider to post at bing map forum to confirm bing map service ip range and ports, then modify firewall rule.
