Using the Map component, we have a display of our sites across the world.
1) While the More Options (...) is available within the desktop application to allow access to Export Data function, this is not available when the Report is Published Publicly. How do I allow access to the Export functionality?
2) How can users access Report or Page filters to allow users to hide bubbles (pins)?

For your first question, you can enable the "Export data" function via setting like picture below.
For your second question, the "bubbles pins" as you said is referred to the "pin visual" icon like picture below? If yes, it is not supported to hide it access report or page filter. While you can post your new idea here, to improve the Power BI Desktop.

Thank you @v-xicai for your reply, however we did have Export data set to Enabled. Still no option to export on the web public published report.
Right Click and Show Data works - however, we cannot export from here either.

I lodged the issue with Microsoft. They have confirmed there is a bug with the Power BI Service, which they are looking to have a fix rolled out in June 2019.

After you click the "Enable" and "Apply" button, there will be a warming message in the upper right corner of setting page .So try to click the "refresh" button in your report page again in next 15 mins.
