Make target line continuous from actual line at the month selected

Hi all,

I would like to ask whether it's possible to use PBI to achieve the below chart.

For example, I have an table consisting of month, vol and target,

I am going to create a line chart and a month filter. If I select 1 in month filter, the chart will display vol in Jan (solid) and target from Feb (dashed), if I select 3 in month filter, the chart will display vol in Jan-Mar (solid) and target from Apr (dashed).

Currently the problem I am facing is once I select the month, the x axis will also be filtered and not able to display months after selected month.
