Make parameters in paginated report independent

Currently I have 2 parameters in a paginated report.

It seems to be that if I enter values in both the parameters, only then I'm able to view the report.

Is there any way to make them independent.

I mean if I just enter value in any one of those 2 parameter fields, I should be able to view the report.

Is there any way to do that?
