Make my measure result static

Hi All,

 

This seems like and easy thing to do but I cannot get the sytax correct: I want the result of my measure below to always be the same regardless of any filters applied. So if the result of the measure is 20, I want it to always be 20 even if filters are applied on the page.

 

Measure = 
(CALCULATE (
    COUNTROWS ( 'Table1' ),
    ( 'Table1'[Date] <> BLANK () )
))

 

I thought ALL would be the correct funtion to use but I cannot get the sytax correct.

    COUNTROWS ( 'Table1' ),
ALL('Table1'),
    ( 'Table1'[Date] <> BLANK () )
))

A related follow up question; is it possible to also make the measure below static? It's a measure which calculates a % based on two other measures?
 
measure = CALCULATE ( DIVIDE([measure 1],[measure 2]))
