This should have been so simple! The Sum logic isn't working - fingers crossed this is a simple one.
The logic is
If the "current contract' is a Y, then it is "Compliant",
if the spend value < 100,000, then return "< $100k",
and if those both a false, then "Non Compliant".
CurrentCompliantYN = SWITCH(TRUE(), APAll[CurrentContract] = "Y", "Compliant", SUM(APAll[NET_AMOUNT_AU]) < 100000, "< $100k", "Non Compliant" )

If i did want this work work in a column, what would need to be altered in the code?
