I have a table (Table A) with an object in the column:
When we expand the object we get a 'value' and a 'link'. The data for this object is stored in the Users table which is not import locally.
Is there a way for me to query the REST API EndPonit for Users table and retrieve only the values matched in the Table A? We might have thousands of rows in the users tables so want to ensure that I don't get everything but only relevant rows required for my report.

For your scenario, power bi not support direct add url filter on 'rest api'. You need to define this parameter in api, then it will available in power bi.
If not contains the filter parameter , you can use power query to filter on result records.
