Location Hierarchy for for Map

In my data set, I have STATE and COUNTY fields.  I dragged COUNTY on top of STATE to create a hierarchy.  Regardless, when I drag over COUNTY from the hierarchy - it does not place the County in the right place.  It shows YORK County South Carolina  as York in the UK.   How can I make the County show up in the State?

 

I have designed STATE and COUNTY as STATE and COUNTY categories.

@Maureen  without the long and lats you will need to probably concatenate your fields together

 

i created the field 

Place = CONCATENATE(Place[County], CONCATENATE(", ",[State]))
 
 and then dragged that on the map and the solved the mapping issues
see my pic
first one was york in uk
with place it plotted correctly
