I'm trying to create and use an expression for a matrix title. Using Desktop connected to a dataset in the service. It appears that titles saved as part of the dataset work as expected, but measures created in my local file cannot be selected. Is this correct? Will it be changed?

Would you like to drag calculated column or measure to the Title text box shown below? If so, based on my test, it is not supported to implement in Power BI currently. You can post your new idea here https://ideas.powerbi.com/forums/265200-power-bi-ideas , to improve the Power BI.
It is a place for customers provide feedback about Microsoft Office products . What’s more, if a feedback is high voted there by other customers, it will be promising that Microsoft Product Team will take it into consideration when designing the next version in the future.
To work around the issue, you may try to use Card visual to display the expression, then put Card visual on top of Matrix visual.
