Loans Outstanding at Month End

Loans are funded and later paid off. I want to show the total outstanding as of every funding month end. Payoff dates will be null or have a date. If a loan is funded in Jan and paid off in Jul, i want to show it included in the Jun month end outstanding balance.

This is a last resort option as I will have to create a similar measure for every measure i want included in outstanding portfolio reports (basically duplicating measures that already exist which now include the date filters. This is proving more difficult than previously planned.

I also tried using cube functions in Excel to apply multiple date criteria. This was not working correctly. I need to see a working example to try to replicate.
