In the report displayed below, I used the Line and Stacked Column Chart visual.
I choose that visual because it allows me to display:
The line width has been set to 0, because I do not wish to display it.
For some reasons, in 2017 and 2019, the column total is displayed inside the column itself, whereas it should display on the top.
Is it a bug? Is there any workaround ?

I have reproduced your question, and what you said is also happening.
You can solve it by following the steps below:
1. Open the icon of 'Customize series' in 'Data labels' Format Field;
2. Choose 'value' which in your case may be 'Email';
3. Change the 'Position' to 'Above'.
And then, the issue is solved.
