Is there a way to incorporate a table into a line graph in PowerBI to show the variance of values on a shared x axis?
This can happen in excel pivot

No. It is not possible to combine a table visual and chart visual with a shared axis.

You can add tool tip , there is nothing out of box to show the table, alternate is to add table as seperate visual.
