Limitation of Data Export Power BI desktop and Published Dashboard

I have 1 million rows in PowerBI Matrix , can i exports that much data(rows) to excel file?? ?? 

And What are the limitation of Data export in Power BI        in Both PowerBi desktop ...... and when report is published  and we want to export from report ?

Not sure how to understand your question: The R-script from PowerBI will be executed on your local R-engine. So you can do via PBID just the same (bad things) than with your local R-machine.
