Hi,
I've a customer who are generating Power bi reports and have 5 powerbi pro licences for 5 users. They want all of their 1000 users to view the reports.
Do I need to licence all 1000 users with Power Bi pro or is there a better way of doing this with the ‘’capacity’’ option?

Yes, capacity would probably be the better option for you if you need to distribute to 1000 users.
With Premium Capacity, users who only view content and do not publish do not need a Power BI Pro license.

@Ttaylor9870 Yes, this is possible. I don't think you will find a documented limit on the number of users who can use the same login simultaneously because Microsoft doesn't really want you to do it, but it is possible.
A better option, if your oganization has enabled it, may be to use 60 day trial licenses:
