Licence Costs for different systems

Do I need for each System: Develop, Quality and Prodcutiv system a new licence (like with SAP, there are for each system differenz licence) or can I use for all one licence (pro Licence): How does it work, and what would be the costs?

@hnk1 , You can connect to the source system with Power BI, That does not require a different of power license. power bi it is Based on usage or users

So, then I need to copy an existing report and test the adjustments / changes on the copy? Because I don't have a test environment where I can test new adjustments on "old" reports and only if the customized report works properly, can I unlock it (for the users)? If I only have the productive environment, I must therefore work on a copy, otherwise I might destroy the existing released report.

Do I understand this correctly?

First, to develop a power bi report, you don't need any power bi licence, power bi licence is mainly used for "Share".

if you have edit access to a report, you could download it and develop/test in power bi desktop or just do it in power bi service, and if you want to edit the report from others, you need at least one Pro license and have edit access to the report.

so develop a report do not need any licence.
