Within Power BI Desktop, you can add another Power Query dataset to display the current date each time we refresh the report. You may create a new Blank Query, and then add this into the Advanced Editor:

Source = DateTimeZone.FixedUtcNow()
in
Source
These examples use UTC. You can adjust the query code based on your specific timezone as described in DateTimeZone functions.
For example:

Source = DateTimeZone.SwitchZone(DateTimeZone.FixedUtcNow(),-3)

We need to generate the Last Refresh date ourselves using Power Query. No big deal, it is as simple as this:

Source = #table(type table[LastRefresh=datetime], {{DateTime.LocalNow()}})
in
Source
To finish it off, we need to create a simple measure and add it to our dashboard.
Last Refreshed (Local) = FORMAT(LASTDATE(LastRefresh_Local[LastRefresh]),"mmm dd, yyyy hh:mm:ss AM/PM")
