I have read through : https://community.powerbi.com/t5/Desktop/Data-Labels-on-Maps/m-p/79118#M32981
However, It does not seem to help my problem. I have around 40 locations in the country (selected by longitude and latitude).
I also have 4 different types of data which i need to display.
One (most important one) is displayed as the size of the circle.
I need to display the name of the are above the bubble (to be shown at all times) and hopefully the other pieces of information too.
Please help!

Current power bi only support show the catagory label, if map visual not support these types which you want to displayed, I don't think you can use the sean's solution to achieve your requirement.
You can take a look at below ideas, vote it if you have the same requirement.
