LEFT OUTER JOIN cannot be used without a condition

Who can please explain to me why Left Join is the simplest, where SQL executed in a second Power BI refused to execute ??

Was it working in the query preview but not when it was being applied?

Please check whether the associated columns between the two tables are all set to allow nulls. If column contains blank values or duplicate values and this is not allowed for columns on the one side of a many-to-one relationship or for columns that are used as the primary key of a table.

If the problem is still not resolved, please provide detailed error information or the expected result you expect. Let me know immediately, looking forward to your reply.
