There are many KPI visuals. What KPI visual do you want to create?
By my tests, if you want to create the KPI visual by default in Power BI Desktop, it seems that there is no way to move the exclamation.
For your scenario, there are several options for you to choose.
1. You could create the table or matrix with conditional formatting.
2. You could choose other KPI custom visuals in here.

No i dont want to use custom visuals
When applied conditional formatting on tables , it doesnt gets applied with maximum property and when set to dont summarize that shows me 2 records one with 0 and other with the value which is required to be shown.
