First time poster, long time viewer.
Is it possible for a KPI card to compare actual vs plan across two years (i.e. 24 months)?
When I select both years in the filter, only 2020 appears.

You could create another table like below
Table 3 = UNION ( VALUES ( t6[date].[Year] ), ROW ( "subname", "TOTAL" ) )
Then use this in KPI

have you considered handling it with a measure?
Revenue = CALCULATE ( SUM ( Table[RevenueCol] ); FILTER ( ALL ( date ); year <= SELECTEDVALUE ( year ) && year >= SELECTEDVALUE ( year ) - 1 ) )
