Issues with hierarchy filter

Hi all 

 

I've created a dashboard about workforce metrics - so I've created two key table with 'all current staff'  (Table 1) and 'staff exits' (Table 2) and I also have a third table, with two columns "Division" and "Department" to create a relationship between the primary two and for sorting. Both key tables (Table 1 and 2) have a relationship with the third via "Department" (many-to-one). 

 

Departments all roll up into divisions, and align to our organisational structure. My issue is that I have created a hierarchy with Division > Department but when this is selected for use with the 'hierarchy slicer' visual or any other filter slicer, only 'division' appears as a slicer and not 'department' - this appears unticked and cannot by selected.

 

Why is this the case and how can I work around this?
