Is this possible in Power BI?

Hello,

I have a table that looks like this

Employee	Target Desc	Sales Target	Due Date
Emp1	Meet the office  sales growth	$1200	25/12/2021
Emp1	Meet the office  sales growth	$1500	12/12/2021
Emp2	Meet the office  sales growth	$1000	20/12/2021

I want to have dynamic number of cards based on how many target description the employee has. For example Emp1 should have two cards, each one got a seperate target description.

I tried with multi-row card but the column names will be showing below each desc and it dosent have a tooltip. My tool tip neds to be the sales target column.

Is this possible in power bi?

Not possible exept with small multiples or maybe custom visuals.
