Is there any way to enter data to use in calculations (other than with measurements or columns)

I would like to know if users of power bi online can enter data manually so that the reports and measures created are updated

Yes. You can embed a power app in the Power BI report. Users can update the underlying data source by entering information in the power app. Additionally, Microsoft forms can be used to achieve a similar outcome.
