I looked at both filled map and Arc GIS, saw no way to add labels and multiple threads on here saying it is not possible. Is there any add on for Power BI that lets you add labels on a map for your data points?

Here is an example showing a Calculated Column displaying data on the map.
Firstly create your column :
_Column Show On Map = Sheet1[State]& " - " & "Country is" & Sheet1[Country]
Next within Format, turn on Category labels:
Finally add the latitude and longitude as shown and place your _Column in the Location Field:
You could place anything within the calculated column....
_Column Show On Map 2 = Sheet1[State]& " - " & "Another Result: " & CALCULATE(COUNT(Sheet1[State]), ALLEXCEPT(Sheet1, 'Sample'[State]))

Tool tip allows for mouse over data viewing. I am looking for constant persistent data labels so I can screenshot or export the map to powerpoint

I've been able to do this with the standard Map visual, but with pie charts, so I'm sure it's possible with basic data labels.
