Maybe it's because I'm using a source with a date-time format, but the timevalue function returns a date, and there doesn't seem to be a way to return time except as a string, or time units at all.

I'm not sure if I got your question but I think you can use Power Query to split the column in date and time columns.
Covering the world! 9:00-10:30 AM Sydney, 4:00-5:30 PM CET (Paris/Berlin), 7:00-8:30 PM Mexico City
