I would like to filter a table by clicking on a cell in the same table. Is this possible in Power Bi? If there is an alternative please let me know.

What if you give them a top table with just the departments and a bottom table with the client department list. They click on the top table and it filteres the bottom, something like this:

We can try to use Drillthrough as a workaround to meet your requirement. First of all, complete other visuals in this page, then duplicate the page,
In the new page, put the field you want into the drill through field,
When you right-click the field in page one, you can go to the page which looks same with the filter you want.

You could do that with a slicer on the Department field but that is the only way I know of to do what you are looking for.
