Is there a way to show all values of one measure by Year, and next to it, show all the values of a second measure by Year?
In Excel Pivottables you can easily do that but I'm not sure this is possible in Power BI? I think you need to create 12 measures and add measures every year?

Not sure you can make the same easily in Power BI. One approach might be two make two identical matrix visuals with the two measures and then overlap the first over the row labels on the second (using the selection pane on the View tab to get the display order right).
