Lets say we have a dataset were ve can create dashboards for users loan amount and their bank statements. I want to create a dashboard in such a way that when a User logs in the data should be fethed from the server and only visualize his or her data in the dashboard. (Something like a patient portal where the patient can ony see his information or like a health management app here the steps walked calories burned are only if that particular user).

I got you, and I believe you need implement the dynamic RLS regarding to the UPN/username, below detailed blog for your reference:

You can manage the UPN/usename in the table as above and every time user logged, they can only see the the data relates to his own UPN, also, it's able to add the whole group instead of type the name one by one under security. Note that keep the whole group as read-only member in the workspace.

I think you're referring to the RLS, that people can only see the data within their scope and can't access to the other info. right?
But we always manage the roles in desktop and people are limited access in report , you can also pin the whole report to dashboard. below official document are for your reference:

My issue is that lets say i have 1000 users data in a databse stored in a server. Now i will create a dashboard lets say a bar graph and a funnel chart. Now i want to create the visualization in such a way that when a user logs in to his or her account(any account as a matter of fact), i want the dashboard to fetch the user details form the server and only show his or her account details with visualization. Hope it makes sense.
