Index/Match Array Equivalent (lookup rows AND columns)

I currently have Table 1 and Table 2 in PowerBi and I want to add the 'YOB Year' column to Table 1. I would use an Index/Match array formula to calculate this column in Excel. Is there a way to do this in PowerBI?

I ended up using a combination of Switch and Lookupvalue to populate populate this column. Unfortunately I will have to update this formula as new years are added to the data, but I don't think there is currently an equivalent to an "Indirect" formula in PBI that I can use.
