Ignore Outside filter

I have this measure which is tied to 2019-12-31, how to make it ignore the outside filter like Year 2020? Thanks!

 

 

1) Dec 2019 =
CALCULATE(sum(MonthlySum[Balance]),
FILTER(all(MonthlySum[businessdate]), MonthlySum[businessdate]=date(2019,12,31)))

What's your expected result? Whether the second table(mark as two) in the below screenshot is what you want? Could you please provide more details(sampledata and satisfied conditions etc.) about your expected result? Thank you.
