I have a list of phone records in table 1, the column called "PhoneNumber".
Now If any of the phone numbers matches table 2 column called "Numbercalled", is there anyway to return a 1 or true value.

You could add a calculated column to Table1 with this expression, assuming there is no relationship between the tables.
Matching Numbers =
IF (
COUNTROWS (
FILTER ( Table2, SEARCH ( Table1[PhoneNumber], Table2[NumberCalled],, 0 ) > 0 )
) > 0,
1,
0
)
