If blank then return ...

Hi all,

 

I created a nested IF formula( see below). This works great when there is data however it is returning 'Outstanding' when there is no data for the period (I assume it is becuase of 0).

 

How can I add in- IF blank then return 'Not Eligible' instead of it defaulting to zero?

"Outstanding",

[No Access Rate] > 0.015
&& [No Access Rate] <= 0.02,
