Identify Active Contract Years between a Start Date and End Date or when the End Date is Blank.

I'm completely new to Power BI and am learning - I appreciate any help. 

 

I've been asked to produce a report that shows years as columns and whether or not a contract was active in the years during and between a start and end date for an Account.  If a contract is still active it won't have an end date (the field is blank). There's one contract per account; and we have some Accounts with no Contracts but still need to be part of the list. I have another column that I use to force the other Accounts to show up and then use a filter to only show the Accounts I am intereted in.

 

I'd like to stay away from relating this to a date table because I've created measures for other time based values I'm trying to show within a matrix report.

 

Using new measure(s), how can I show the active years of Contracts?  Below is a screen shot of how it would look in Excel:

CY = Current Year

PY = Prior Year

2PY = 2 Prior Years Ago 

3PY = 3 Prior Years Ago
