Ideas on how to meet a business required table layout

I have a business requirement I'm stumped on how to achieve. See screenshot. Achieving the parts highlighted in red is simple in a matrix. But I have no idea how to add the calculated measures as rows. Fcst Vs Bdgt = Forecast/Budget from above lines etc. Any ideas?

I suggest you take a look at this blog post:

Creating a custom or hybrid matrix 

The concept it the same, except that instead of using the table created as columns you use it for the rows in the matrix

I don't know your column name, so I used the content as name instead. You should have something like the following fields in a matrix.
