How to transform pdf report with multiple columns

I need to transform the report (partly shown above) from a pdf document into Power BI. I managed to prepare a pivot for 1 country, but struggle to add the other two countries. Please guide me in right direction.

Generally the pattern is

  1. Transpose Table
  2. Fill Down
  3. Merge Columns by Delimiter
  4. Transpose Table
  5. Promote Headers
  6. Unpivot other Columns
  7. Split Column by Delimiter
  8. Rename Columns (set Column Type)

Adapt to your circumstance and data.
