We can create a measure as sum to meet your requirement.

CALCULATE ( MAX ( 'Table'[Date] ), ALLSELECTED ( 'Table' ) )
RETURN
IF (
HASONEVALUE ( 'Table'[Date] ),
SUM ( 'Table'[Vaule] ),
CALCULATE ( SUM ( 'Table'[Vaule] ), FILTER ( 'Table', [Date] = t ) )
)
If it doesn't meet your requirement, Please show the exact expected result based on the Tables that We have shared.
