I need to transform this data set into a hierarchical structure as in the example in the image

Why you have blank row in "Ativo"? To what I understand according your description the total value for "Ativo" should be 30, did I missed any point?

I'm sorry, I ended up making a mistake in the example design. But your need to arrive in a hierarchy like this image using only one column with the "path". From what I have studied, the problem is in having identical "paths".
