The column names of the matrix have only one row, so the second row name you expect in your diagram cannot appear.
This is the result of my test with your data.
Unfortunately, this is by design. Power BI is now unable to achieve what you need . You can submit an idea for it at https://ideas.powerbi.com/forums and wait for users with the same needs as you to vote for you to help make it happen as soon as possible.

May I know the reason for this kind of requirement.?
the workaround is as follows in Power Query
1. duplicate this table
2. split the table into 2 (Sales & Jan-may) and (Sales & Jun-Dec)
3. in table 2 (Sales & Jun-Dec) --> Transform --> Use First row as header --> Click on use header as first row
4. Append these 2 tables pls refer to this video https://youtu.be/5UGxSFzw5W4
that's it.
