I have data based on date but I want only to show a data for the latest month of date.
From below example, I only want to show the data of January 2018.
Example data:

You may drag the Date field to the Visual Filter section and select Relative date filtering there. See image below

The latest value is January 2018, its show perfectly.
But when do a selection to see the previous month is december 2017, the data is blank.
Do not change the Year via the slicer. Change the date in the visual filter.

As @Ashish_Mathur has mentioned, you can not use visual level filter after you use slicer because the result of slicer will be applied to the visual level filter.
To achieve your requirement, you just need change 1 with 2 in visual level filter like below:
